We have steadily expanded to meet the growing construction needs of military and private clients. An integral part of this dck team includes Bishman Continental Services (BCS), whose services include electrical, plumbing, air conditioning, fire protection, and pipe fitting for both commercial and industrial projects. With its Fena Water Treatment Plant Upgrade project, the Guam office was recently awarded the honor of Contractor of the Year from the Guam Contractors Association. Other recent projects on Guam include the Guam High School and McCool Elementary/Middle School for the U.S. Department of Defense.

General contractor for major water treatment process improvements, modernization of process control instrumentation, and new construction of support facilities. Scope involved construction of:
plant inlet valving and metering facilities with rapid mix tank;
ballasted floc clarification system, modifications of filter control and monitoring system;
ultraviolet disinfection system including building and modification of sludge and supernatant pumping systems.
filter backwash settling tank and sludge dewatering system, including wash water sludge and filtrate pump;
emergency generator facilities and modification and improvements to electrical distribution system including buildings and aboveground fuel tank; and
modifications and additions to chemical storage and feed facilities.
This project received the Contractor of the Year Award from the Guam General Contractor’s Association.

General contractor for the construction of jet fuel lines, valves, and underground pipeline from tank farm to airport aprons, including extension of existing concrete apron. The project included a new 10,000-barrel fuel tank construction and electrification upgrade of electrically operated valve switching. In addition, extensive cathodic protection utilizing exothermic welds on grid system, leak detection system, and deluge foam fire protection of all tanks on property was provided.

Design-build contractor for both the new high school and elementary/middle school built to provide modern, state-of-the-art facilities to military and other government personnel dependents on Guam.
Guam High School is a new two-story 115,000 sf facility designed to accommodate approximately 480 students. The school was constructed on a 16-acre site at the U.S. Naval Hospital Compound, located on the cliff line above Hagatna, the capital city.
The two-story 170,000 sf McCool Elementary/Middle School, designed to accommodate 850 students, was constructed on a 30-acre site in a campus-like setting. Both schools include gymnasiums, athletic fields, multi-purpose rooms, administrative areas, information/media centers, cafeteria, support rooms, etc. Both projects followed aggressive schedules to minimize the impact on students by affecting the start of the new school year.
