dck worldwide employees have completed award-winning construction projects for all branches of the military at installations throughout the continental U.S. as well as in Hawaii, Guam, Puerto Rico, Cuba, and Kwajalein Atoll. Construction, design-build, and operations support services have been provided under project-specific, IDIQ, and MATOC contracts. We have constructed complex operations, training, and communication facilities; barracks and enlisted personnel quarters; hospitals and clinics; munitions storage facilities; and many other types of projects, often in challenging and remote locations. dck is also responsible for privatized projects under the Enhanced Use Lease (EUL) program at Army, Navy, and Air Force installations.
Our military projects have consistently received awards from government agencies and construction contractor associations. In August 2008, the design-build Child Development Center project at Oceana Naval Air Station received LEED Silver certification, the first such facility to attain certification. Also in 2008, the Multiple Deployment Facility Complex in Hawaii received an “Award of Excellence” from the U.S. Army Corps of Engineers. Other examples in previous years include the “Construction Contractor of the Year Award” (Military Programs Category) for the Meck Island Silos project and the “Contractor Safety and Occupational Health Award” for the Bechara Channel project in Puerto Rico.

Design-build project for a child development center at the Naval Air Station Oceana. This handicapped-accessible facility supports 305 children and includes a reception area and activity rooms for infants, toddlers, and preschool children. Additional areas include staff lounge, kitchen, storage areas, teachers prep rooms, offices, and mechanical, electrical, and communication support rooms. Special features of this facility include a closed circuit TV system and Intrusion Detection System. We also provided demolition of existing buildings, various site improvements, general site lighting, and parking for 80 vehicles.
This facility received LEED Silver certification, the first such facility to attain certification.

In a joint venture known as Detrick Properties, LLC, we were awarded an Enhanced Use Lease (EUL) contract by the U.S. Army to transform 24 acres of the Bio-Defense Campus into a thriving new hotel/conference facility and administrative office complex and retail center. EUL is an opportunity created by the Department of Defense (DoD) through the National Defense Act that allow DoD installations to maximize their unused/ underdeveloped land and provide services and facilities that can be utilized by both military personnel and/or the public.
Under the EUL contract, two sites will be developed, designed, constructed, and operated by the joint venture team. The proposed development includes a diverse mix of Class A office, technology and research, retail, and hotel/conference space. Additional features include a significant amount of green space in a park-like campus setting with water features, well-lit parking, and pedestrian pathways for interconnectivity between on- and off-post facilities.

Providing design-build construction of the Hawaii Regional Security Operations Center (HRSOC), a state-of-the-art 250,000 sf two-story operations and data center facility located on the 700-acre Naval Computer and Telecommunications Area Master Station site. Also included are a Visitors Control Center, warehouse building, and other supporting buildings and infrastructure, including new access roads, off-site improvements, a two-lane vehicular bridge parking, and utilities.

This design-build project was procured under a Multiple Award Construction Contract (MACC). As the prime contractor, we managed the entire project from proposal to commissioning, and coordinated the architect’s design to ensure compliance with the Owner’s requirements and to maintain the budget.
The Joint Task Force (JTF) Complex involved the construction of a two-story structure, on a secure site, that was divided into two distinct working areas – the Sensitive Compartmented Facility (SCIF) and the Criminal Investigation Task Force (CITF). The new facility provides office, conference, and support space, along with sophisticated telecommunications and audio-visual capabilities. Additionally, we established a berthing camp for approximately 100 personnel prior to the start of construction, which was then turned over to the Government following completion of the project for future use. A modification added the AV-34 Building project to the Task Order that involved demolition and conversion encompassing offices, conference rooms, a courtroom, deliberation rooms, and holding cells, all designed to meet SCIF standards. The project received a Certificate of Appreciation in 2004.
