The design-build contract for the Birmingham Steel Mini-Mill Tennessee construction project involved two sites 500 miles apart. In Baytown, Texas, we dismantled an idle steel making facility and salvaged usable structural steel from the melt shop and caster buildings, as well as selected pieces of equipment including two transformers, seven overhead cranes (including three 325-ton melt shop cranes), water treatment equipment, sand filters, baghouse motors, ladle preheaters and caster ladle turrets. The equipment was refurbished and installed at the Memphis site. Of special note is the fact that dck worldwide employees were involved in the original construction of the U.S. Steel Baytown facility in 1977. Scope of work consisted of all civil tasks, including foundations and site work at the greenfield site in Memphis. Site preparation for the mini-mill, located along a thirty-foot high levee along the Mississippi River, included installing five miles of rail, building a paved road and tying in the utilities on the site. The sandy, silty clay soil conditions dictated drilling over 1,000 piles 14-inches in diameter. Value engineering efforts, performed by dck worldwide employees, resulted in the selection of a unique patented piling system called “DeWaal” which was developed in the Netherlands. This was the first application of this system for a steel mill project. The process equipment included a 150-ton electric arc shaft furnace, ladle metallurgy facility, vacuum tank degasser, six-strand continuous bloom caster, reheat furnace and rolling mill consisting of three roughing stands and six finishing stands. The mill is designed to produce one-million tons-per-year of feedstock billets that will be processed into bar and rod at other Birmingham Steel facilities, particularly the American Steel and Wire subsidiary in Cleveland, Ohio.
